Padegs was leaning back against the wall with a smirk on his face and a yellow flower in his hand.

The guy with the daffodil is painter Karlis Padegs. He died in 1940 and he didn't get a chance to ride through Riga on a trolleybus because it was introduced in 1947. Trolleybus operates on electricity like tram only instead of rail tracks there are cable routes. The yellow building behind is Latvian University.
