The streets of the UK didn't use to be so bad for "fag-ends" [cigarette butts] until the goverment banned smoking in public houses - so know the stand out outside smoking whatever the weather and the litter has increased a thousand-fold.These few in your photo are nothing.
Look at Singapore..very big fees to people who throw waste (and fags / chewing gum)on streets - and more important lots of police to notice this ;)

These few in your photo are nothing.
