Stairs with no access

As it is evident here, Riga is entirely populated by flying beings. 
People just take off and land wherever they want.
Stairs are really a decorative element of a city.
Stairs have no function, because Rigans can just fly to their flats and houses... 
some of Rigans don't need doors either.
