Central Market
You can see the access ramp to the Central Market underground storage. When Riga receives Northern winds and the water of Daugava river is blown back from Baltic see, the water is up to where you can see those vans.

Yes - it is at the hart of Riga. Also it is in the middle of the main transport hub, where trams, trolleys, buses, minivans and trains meet.
