This is the interesting one - as you might have gathered from the gestures of the lady who is selling flowers - she is not happy that her photo is taken by the guy. Regardless her protest Mr Redjacket, as you can see, snapped her anyway. I am not sure whether the law in Latvia is on the side of the lady, but certainly the guy has very vague understanding of a termini "dignity"...

In most countries the law allows to take a picture of anything that is publicly visible. So as long as you are on public property, and are not assaulting anyone, or limiting anyone's freedom, you can take any pictures you want. Basically, if the lady doesn't want her picture to be taken, she can stay on her private property, in a place invisible from publicly accessible premises.
And dignity has nothing to do with this - a good street photographer is the one who makes real, intimate pictures of real people - not some artificial posturing.
