Its not the easiest job, is it? You get so much abuse for doing what you are being paid to do. And you have to do it because otherwise the city traffic would be very much like in Cairo:) Not that there is anything wrong with Cairo traffic...In fact urban legend tells, that Japanese were hired to evaluate how traffic in Cairo could be optimised. It looks a lot like Cairo, but I don't think I'd have the nerve to stand in the street to take a photograph here!
The story you mention has a longer form:
The government asked for input on the working of Cairo from the French and the Japanese who sent people to study the traffic and other aspects of the city for a few months. When the reports came back, the French said the best thing to do was to build a new capital city in the desert and move all administrative facitilies there as they did in Brasilia. Cairo was simply hopeless. The Japanese on the other hand said not to touch a thing. Like a bumblebee, Cairo simply shouldn't be flying and the fact that it worked was nothing short of a miracle. Therefore anything that one might do would be likely to ruin the situation.
