It seems like a good place to relax and chill, and to feel like home. I even think it'd be a good place to hold meetings for school projects or to do an ice-breaking activity.
Lovely picture, although you show only the top floor I believe. It is located in a very green and serene space, right in the center of the city. We walked by it very often during our recent holiday in Rīga, but never took the time to go in and relax. Maybe next time...

That works for me as long as naps are allowed.
