The plate on the wall says "SKOLA" - that means school. Teachers are hit the most - their earnings are cut to the nearly minimum wage standard - roughly 360$ a month.

Situations like that happen all over the world. Sadly, education is an underpaid job (despite the hard work most of them do... although here, most people study education when they have no vocation at all, and some parents delegate much of the education to the school).
It is a pity that things like that happen.
As a former teacher, I hate to hear news like that! In the U.S., from 2000 to 2008 it seemed that ignorance was bliss and stupidity a virtue.
Things are changing now, but it's a long haul.
Education is crucial and everybody says so but they don't put their money where their mouths are...thus, sometimes we get some poor teachers, because the best people enter more lucrative fields - where they can at least make a living!
