Glass&concrete fits each other

Both buildings look skewed, although only one of them really is. Barrel distortion plays its role. The old highrise, which definitely stands straight, is the Ministry of Agriculture. Right beside is Centra Nams - discussed in media as one of the architecture failures in Riga.

Most interesting...and why is the one called an "architectural failure"?

Indeed, ugly concrete buildings are total architectural failures. I am watching a show called "City tour" which is about architecture in my city, and all ugly buildings featured are concrete buildings (including my own neighbor, the Military school).

Just letting you know - I totally disagree with Karlis - that building is a new architectural pearl of Riga.

I disagree with your leaning towards negative. It would be more appropriate to say that opinions about Tejas Kanaa (Tea Pot) are conflicting:)
