This really is Salu bridge, although not the whole picture yet. This is just a "secret patio" for pedestrians and bicycle riders to escape from heavy traffic and weather underneath the driveway. It is probably not the best place to take a lonesome walk at night, especially if you are not a local.

The warning is probably important to those visiting the area. Does crime happen there to locals as well?
If you have not seen a tomato horn worm lately, complete with cocoons of predator wasps aboard, then take a look if you have time.
I actually like the scene. It reminds me of NYC in the early 80s.

The warning is just my personal suggestion for precaution sake. And I have not actually heard anything regarding the Salu Bridge lower level road. But the setup is very "nice" there - narrow patio or tunnel, very long, but the only extra escape is to jump some 20m down in the water of the river Daugava, then one can surrvive, if it is not covered with ice in winter time :)
